MULTIPLAN

CMPDD, in cooperation with the Mississippi Department of Transportation (MDOT) and Mississippi's other three Metropolitan Planning Organizations (MPO's), is now developing the "Mississippi Unified Long Range Transportation Infrastructure Plan" (MULTIPLAN).

In December, 2000, the MULTIPLAN received the "President's Award for Planning" from the American Association of State Highway and Transportation Officials (AASHTO). AASHTO recognized MDOT and the four MPO's for the outstanding planning achievement as the result of the agreement to prepare the first joint Statewide and Metropolitan Area Transportation Plan in the United States.

The Metropolitan Planning Rule issued by the U. S. Department of Transportation requires that "--the transportation plan shall be reviewed and updated--at least every five years in attainment areas to confirm its validity and its consistency with current and forecasted transportation and land use conditions--." The 2020 Jackson Urbanized Area Transportation Plan was adopted in June, 1997. During FY 2001, the District, in cooperation with the Mississippi Department of Transportation (MDOT) and the other three MPO's in the State began an update of the Statewide Transportation Plan and the individual urbanized area components called the "Mississippi Unified Long-Range Transportation Infrastructure Plan" (MULTIPLAN), with a new horizon date of 2030. The update is being conducted in two phases:

Phase I (FY 2001 and FY 2002): The District (together with MDOT and the other three MPO's) updated existing street and highway networks in their respective urbanized areas. The results of subarea and corridor studies performed by the District incorporated into an Interim Plan with a horizon year of 2025 that was adopted in December 2001. Phase II (FY 2003 through FY 2004): The District (and the other three MPO's) will update population, employment, and school enrollment data based upon the 2000 Census. New Origin and Destination studies will be performed with the assistance of the common consultant. The District will produce new 2030 population, school enrollment and employment projections based upon updated local Land Use and Transportation Plans. Based upon these updated local plans, a 2030 Jackson Urbanized Area Transportation Plan will be produced as a part of the MULTIPLAN and submitted to the Federal Highway Administration by the end of FY 2004.
